The Common Assessment Framework (CAF) is a formalized system that documents the processes, procedures and responsibilities for achieving quality policies and objectives. Furthermore, it aims to improve and optimize processes, reduce costs, better manage human resources and continuously increase the efficiency of public administration bodies.

The general goal of the project is to increase the efficiency of public administration by optimizing and standardizing business processes and introducing a quality management system in public administration. Activities envisaged for this purpose include developing quality assurance mechanisms and tools that will align the scope and quality of services provided by public administration with the real needs of users, building an IT system (https://kvaliteta.gov.hr) to support quality management in public administration, and developing competencies of public administration employees for quality management.
