Optimisation of the local and regional self-government system

Optimisation of the local and regional self-government system is a project of the Ministry of Justice and Public Administration that will enable local and regional self-government units to perform functions within their scope more efficiently, which will ultimately result in an increased quality of public services provided to citizens in the units.
 
A widespread approach of the public when it comes to the size, number and efficiency of local self-government units usually comes down to questioning the scope, number and strength of units without objective facts.
 
The project will establish a central IT database on the capacities of local and regional self-government units, which will enable the collection, consolidation and processing of data about local and regional self-government units and the functions carried out by them. Those data will be used as the basis for the establishment/selection and analysis of indicators for assessing the capacity of local and regional self-government units, primarily administrative and financial indicators, but also all other indicators necessary for units to provide quality and efficient services within their statutory scope. Based on the analysed capacities of local and regional self-government units, a catalogue of functions that units perform and can perform will be prepared, and units will be classified into categories according to the functions they perform.
 
The general goal of the project is to improve the efficiency of the public administration system through the optimization of the local and regional self-government system.
