Digital by default: Optimisation of efficiency and quality of judicial services and transparency of judicial decisions

Technical Support Instrument

Beneficiary: Ministry of Justice and Public Administration

Project objective: to develop a methodology and define specifications for the development of an IT solution for anonymisation and publication of judicial decisions, and to increase the number of users of the e-Communication system.

Short description: The project is a continuation of the previous project “Support to the implementation of e-Communication in Croatian judiciary”. It will help to provide more efficient and transparent services to the end-users of the justice system by introducing a new wave of IT tools that will optimise the way judicial decisions are anonymised and published. The online publication of judicial decisions, in accordance with national law and European Union standards, and in line with international human rights standards, will increase transparency and consistency of judicial decisions in Croatia and ultimately increase public trust in the judiciary.

The project also contributes directly to the achievement of the objectives set out in the National Recovery and Resilience Plan as well as to the implementation of reforms to strengthen the rule of law through transparent, effective and faster judicial processes.

The project is co-financed by the Technical Support Instrument (TSI) and the Council of Europe, and is implemented in cooperation between the Council of Europe and the European Commission, Directorate-General for Structural Reform Support (DG REFORM).

Implementation period: 10 May 2022 – 9 January 2024 (20 months)
