Montenegrin civil servants on a study visit to MoJPA under a twinning project

On 8 December 2021, the Ministry of Justice and Public Administration received civil servants from Montenegro on their second study visit  under the Twinning Project "Support to human resources management in the public sector“.

During the three-day visit, civil servants of the Ministry of Justice and Public Administration (MoJPA) exchanged experiences in the field of HRM with the civil servants of the Human Resources Management Authority (HRMA) of Montenegro. 

The Montenegrin delegation was welcomed by State Secretary Josip Salapić, who briefly presented the priorities of the MoJPA and underlined the importance of this kind of support for a continuous development of public administration.
 
During the study visit, the Montenegrin delegation learned about Croatia's PA reforms, investments and projects in the area of HRM, i.e. investments in the fields of employment, selection, e-state examination, salary system, and the organisation and programmes of the National School of Public Administration. 

The Twinning Project "Support to human resources management in the public sector" is a standard twinning project with the implementation period of two years and an overall budget of 950,000 EUR. Due to the COVID-19 pandemic, the project was suspended for 16 months and was resumed in October 2020 in order to complete the envisaged project activities and achieve the set objectives.

General objectives of the project are strengthening of human resources management of Montenegrin public administration in accordance with efficiency standards, provision of better user services and a general improvement of PA transparency. Specific objectives are the improvement of HR planning and management capacities and professional development, and the development of a civil service training system according to European good practices. 

Croatia has the role of a Junior Partner in this twinning project, as part of the consortium led by the Republic of Finland i.e. the HAUS Finnish Institute of Public Management. The project implementation started on 17 October 2018.

The principal project beneficiary is the Montenegrin Human Resources Management Authority, an independent institution established in 2004. The first study visit was organised in March 2019, under the project component Strengthening administrative inspection capacities, during which Montenegrin civil servants exchanged experiences with their Croatian colleagues responsible for administrative inspection.

As a new EU Member State, Croatia has the possibility to share the acquired knowledge and experiences in the area of implementation of and alignment with the acquis to third countries. Moreover, in light of the recent experience of EU accession negotiations and the pre-accession process in general, we witness daily that Croatia's experience is highly applicable to countries which are currently in the EU integration process. 
The importance of the twinning instrument consists in the exchange of good practices and know-how of experts participating in the project as well as the connections of Croatian institutions with those of other EU Member States and countries of the region.
