A delegation of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) paid a regular periodic visit to penal authorities in the Republic of Croatia from 19 to 28 September.

The visit included a meeting between Justice and Public Administration Minister Ivan Malenica and CPT President Alan Mitchell. They discussed the situation and conditions in the penal authorities in Croatia and the activities undertaken by the Ministry of Justice and Public Administration with the aim of increasing the capacities of the prison system and improving conditions therein.

The CPT representatives were presented with current investments in the prison system in the penitentiaries in Lipovica-Popovača and Požega, which will increase their capacities by about 230 places as well as about the planned investments in new capacities in Gospić. In addition, the system of electronic supervision for conditional release was presented, which was put in place in Croatia in July.

The CPT is an international body of the Council of Europe that takes care of the protection of the rights of persons deprived of their liberty and oversees all places of detention. The CPT visits each of the Member States of the Council of Europe every five years. Prior to this visit, CPT members had visited Croatia in 2012 and 2017.

The CPT delegation visited the Prison Hospital in Zagreb, the Zagreb Prison, the Penitentiary in Lepoglava and the Penitentiary and Prison in Požega.
