International training of trainers (ToT) on the Nelson Mandela Rules

In the period 17-21 July 2023, four representatives of the Directorate for Prison System and Probation participated in the international train-the-trainer course (ToT) on the Nelson Mandela Rules in Belgrade.

The training was organised by the OSCE (Organisation for Security and Cooperation in Europe), ODIHR (Office for Democratic Institutions and Human Rights) and PRI (Penal Reform International) in cooperation with the Swedish Prison and Probation System (SPPS) and UNODC (UN Office on Drugs and Crime). 

The training consisted of 8 modules: Introduction to the Nelson Mandela Rules, Prisoners and terms of sentence execution, Organisation and prison administration, Safeguards, Prevention of incidents and treatment, Restrictions, discipline and sanctions, Healthcare and rehabilitation of prisoners, and Preparation for release. Apart from the Croatian representatives, 10 more representatives from the Republic of Serbia and the Republic of North Macedonia participated in the training.
