C2.6 R2 Improving the implementation of the Right of Access to Information Act

The Right of Access to Information Act is the principal instrument for the realisation of the constitutionally guaranteed right of citizens to information held by public authorities, transparency and openness of government and the fight against corruption. The authority responsible for monitoring the enforcement of this Act is the Information Commissioner, an independent state authority for the protection of freedom of information, which also proposes regulations or regulatory amendments related to the right of access to information.

The investment will be used by the Information Commissioner to conduct a detailed analysis of the Right of Access to Information Act, evaluating its effects on the exercise of the constitutionally guaranteed right to access information from the perspective of both users and public authorities, and will define possibilities for improvements to certain legal solutions for the exercise of the right.

In addition to the independent evaluation of the effects of the Right of Access to Information Act, public events are envisaged as an integral part of the dialogue with the professional and general public in order to present the findings of the analysis and arguments for possible amendments to the legal text.
