Roundtables on the application of electronic monitoring

Under the project “Strengthening human rights protection and public safety by improving the capacities of the Croatian probation service”, funded by the Norwegian Financial Mechanism, Roundtables on the application of electronic monitoring during parole and pre-trial home confinement were held in Hotel International, Zagreb, on 6 and 7 March 2024. 

The opening speech was delivered by Acting Director General for the Prison System and Probation Zvonimir Penić.  

Judge Bjørn Gunnar Sælen from the Sogn og Fjordane District Court in Norway gave a presentation entitled “Electronic Supervision - Why and How”, and Bjørn Larsen, Public Prosecutor from Bergen, Norway, presented on “Electronic Supervision - Experiences and Prospects”. 

Judge Kornelija Kallay Blažeković from the County Court in Velika Gorica presented on the application of electronic monitoring during parole, while Judge Ivana Bilušić from the County Court in Velika Gorica presented on the application of electronic monitoring in pre-trial home confinement.  

Finally, a panel discussion followed, during which the participants exchanged their practical experiences.

The event attracted a lot of interest from the profession and was attended by representatives of courts, state attorneys’ offices, the police, the prison system and probation, the academic community, the Office of the Ombudswoman, the Office of the Ombudswoman for Persons with Disabilities and the Office of the Ombudswoman for Children.
